What certification actually means in BC

The Canadian Firearms Safety Course is a federal course. The RCMP Canadian Firearms Program owns the curriculum and the exams. Who is allowed to teach it is decided provincially: in BC, the Chief Firearms Officer certifies CFSC and CRFSC instructors. An instructor without that certification cannot legally sign your course report, and without a valid course report the RCMP will not process your PAL application.

So the first question to ask any instructor is simple. Are you certified by the BC CFO to deliver the CFSC, and is the course report going to carry your instructor number? If the answer is anything other than a plain yes, keep looking. Ask for the name and the certification number in writing before you pay, then check that the number appears on the course report you receive after the course.

Signs of a reputable provider

• The full course, every time. The RCMP sets minimum instruction hours for the CFSC and CRFSC. A provider offering a shorter course, or a test-only sitting, is either misinformed or not delivering what the RCMP requires. There is no exam challenge in Canada; that option was removed years ago.
• A real classroom and a real address. A provider that will not tell you where the course is held before you pay is a provider to avoid.
• Instructors who teach for a living, not on the side. Ask how many CFSC courses the instructor runs a month. Someone teaching every week handles the exam day, the nervous students and the edge-case questions differently from someone who teaches twice a year.
• Straight talk about outcomes. A reputable instructor will tell you the pass mark is 80% on each written and practical exam, that the RCMP requires retests within 7 days, and what happens if you fail. They will not promise you a licence. The licence decision is the RCMP's.
• Reviews you can read in full. Look at Google reviews for the provider and read the recent ones, including the critical ones, rather than the star count. A steady record across years tells you more than a burst of five-star reviews in a single month.
• A history. Silvercore incorporated in 2003 and has been teaching since 1994. Longevity is not everything, but a provider that has been delivering the same courses for three decades has a record you can check.
